Effective December 1, 2025, all covered hotel employers in the City of Los Angeles must ensure that every Room Attendant completes a Public Housekeeping Training Program conducted by a City-certified Public Housekeeping Training Organization (PHTO).
DPA Attorneys at Law has been officially certified by the City of Los Angeles as an approved PHTO and is authorized to provide this required training to hotel employers and housekeeping staff across the City.
As a certified provider, DPA Attorneys at Law is qualified to deliver the mandatory 5.5 hours of live, interactive training covering all topics required under the Hotel Worker Training Ordinance.
Who Must Take This Training
Any hotel in the City of Los Angeles with 60 or more guest rooms or hotels in the LAX area must provide this training to all individuals whose primary role is to clean and prepare hotel guest rooms (Room Attendants).
Deadline for Training:
All current Room Attendants must complete the training by March 31, 2026.
Any newly hired Room Attendants must be trained within 120 days of their hire date.
Training Requirements
This is a 5.5 hour, live and interactive training, offered in-person or online, that covers the following legally required subjects:
- Hotel worker rights and hotel employer responsibilities under the Ordinance.
- Identifying and responding to Human Trafficking, Domestic Violence, and Violent or threatening conduct
- Best practices for cleaning and sanitation to prevent the spread of disease.
- Best practices for identifying and avoiding insect or vermin infestations.
- Best practices for identifying and responding to potential criminal activity within hotel guest rooms or on hotel property.
Training is delivered by qualified hospitality professionals who are culturally competent and fluent in multiple languages, as required by the City’s PHTO criteria.
Certification and Reporting Requirements
Upon completion of the training:
- Each Room Attendant will receive a PublicHousekeepingCertificate.
• DPA Attorneys at Law will submit a mandatory report to the City’s Office of Wage Standards within five (5) business days, which will include:
– The date the training was conducted
– Names of all trained workers who received a certificate
– The affiliated hotel employer for each attendee
